Outline proposals for a new neighbourhood at Church Road, Burntwood, providing up to 250 high-quality family and affordable homes, extensive green public open spaces including play areas, allotments and biodiversity enhancements.

Following extensive consultation, family-owned, five-star housebuilder, Bloor Homes, has submitted outline proposals for a residential neighbourhood at a sustainable infill location at Church Road, Burntwood.

The submitted plans have incorporated a number of significant changes following pre-application public consultation and ongoing technical work, and would provide:

  • Up to 250 high-quality family and affordable homes, with a mix of house types and sizes proposed, including the potential to provide bungalows.
  • Affordable housing potentially local policy (28%) plus additional 15% in line with grey belt policy – ie.  up to 43% affordable housing.
  • Development significantly scaled back from that proposed during consultation, with key changes including: 
    • Parcel at Coulter Lane removed from the proposals. No development east of Coulter Lane. 
    • Number of homes reduced by at least 50, from the up to 300 proposed during consultation to up to 250 in the outline planning application.
    • Development removed from the land east of Upfields.
    • Community hub proposed for the Church Road frontage removed in response to community feedback. 
    • Additional landscape planting to protect the setting of listed cottage on Church Road. 
  • More than two-thirds of the site retained as open space, including: 
    • Extensive new landscaped public open spaces
    • Green corridors
    • Biodiversity areas
    • A network of public walking and cycling routes
    • Play areas
    • Allotments
    • Sustainable drainage system providing wetland habitats
  • The retention of existing mature trees and majority of hedgerows, with additional planting, to significantly increase tree cover across the site. 
  • Significant financial contributions to invest in local infrastructure such as healthcare, education etc. 

Update – December 2025
Outline planning application submitted

Our outline planning application has now been submitted to Lichfield District Council. The outline planning application sets out the principles for the delivery of up to 250 energy-efficient market and affordable homes, extensive landscaped public open space including play areas, areas for biodiversity enhancement and a network of walking and cycling routes on land previously inaccessible to the public. The submitted plans have been scaled back following public consultation and ongoing technical studies, with the parcel east of Coulter Lane now removed, and the number of homes reduced by at least 50. The community hub previously proposed on the Church Road frontage has also been removed in response to community feedback.

The outline planning application is the first formal step in the planning process, setting out broad overarching principles of development and will involve statutory consultation carried out by Lichfield District Council with a wide range of organisations. If approved, a further planning application will then be required to establish the finer details of the proposed neighbourhood, including architecture, layout and landscaping.

A focus on sustainability and biodiversity

The new homes at Burntwood will be built to be energy efficient, with new homes incorporating measures such as air source heat pumps, solar panels, uprated insulation and EV charging.

We want to deliver a high-quality, healthy new neighbourhood at Church Road, with a focus on providing extensive green public open spaces and significant biodiversity enhancements. More than two-thirds of the site will be provided as open space. Existing mature trees and hedgerows will be retained and enhanced where possible, with the layout shaped by existing field patterns. New landscape planting will deliver a significant increase in tree cover across the site, while the sustainable drainage scheme for the site will deliver high quality wetland habitat.

Bloor Homes is a member of the Homes for Nature programme which will see the installation of swift nesting boxes in every new home and hedgehog highways between gardens.

It is anticipated that Biodiversity Net Gain of at least 10% will be achieved on site.

Community consultation

We want to ensure that the proposals align as much as possible with the priorities and aspirations of the community in Burntwood.

Bloor Homes created this website for members of the community to view the emerging plans and provide feedback during community consultation. We have now updated the website to reflect the planning submission and will keep the website live and updated as plans move forward, providing a source of information for the local community.

Consultation drop-in event

To complement our online consultation, we also presented the information from this website at a consultation drop-in event. This provided an opportunity for members of the community, including those who have limited access to the internet, to view the proposals, speak to members of the project team, and provide feedback.

We carried out preparatory work prior to launching consultation with the community on the emerging outline plans. This included an EIA screening request issued to Lichfield District Council to help inform the scope of technical work.

Outline planning application

Winter 2025

We have submitted an outline planning application for our proposed neighbourhood of new homes and community infrastructure to Lichfield District Council. 

Statutory consultation

Winter 2025/2026

Lichfield District Council will carry out Statutory Consultation on the submitted outline plans, seeking feedback from statutory bodies such as the local parish council, the local NHS, Natural England, the Environment Agency, education providers and highways authorities, as well as members of the public.

Lichfield District Council will make a decision on our outline planning application.

Reserved matters planning applications

Estimated late 2026/early 2027

Should outline planning permission be granted, we will then prepare a detailed Reserved Matters planning application for the new neighbourhood. This would provide detail on house types, layouts, architecture and landscaping and involve further consultation with the community on these matters of detail prior to the Reserved Matters planning application being submitted.
